The consultant group hired to oversee the review, along with municipal staff members, held six meetings over the past few days to allow members of the public their input in defining district boundaries. The group, Dartmouth-based Stantec, narrowed down three potential boundary ideas based on discussions with council members, the mayor and chief administrative officer, as well as online survey results from several hundred respondents.

Earlier this year, CBRM planning and development director Michael Ruus told council that based on a 2019 viability study recommendation from accounting firm Grant Thornton, CBRM might want to consider exploring the benefits and drawbacks of transitioning to a council containing three districts: one north, one south and one eastern.
Narrowing down to six- or eight-council districts also has some advantages, Heseltine said: it discourages council members from micromanaging ; emphasizes broader municipal concerns; a more focused efficient debate in council; and eliminates council member salaries and expenses.“We’re going to rely more on the surveys as far as opinions are concerned, just because of the numbers,” said Heseltine, who expressed disappointment over the small turnouts of the six in-person meetings.
