Halifax councillors send budget back to staff with goal of 4% instead of 8% increase to the average property tax bill

It’s too tough for people right now who are facing higher costs in every direction, said Coun. Tony Mancini , who recommend they start the months-long budget process looking to balance the books with a four per cent increase instead of eight.He said he knows there are ramifications to that decision, but that it might be time to cut services, which would require a staff reduction, and maybe cut back on road paving, too.

It is a tug of war between potentially steep cuts versus an eight per cent increase to the average tax bill, which would be $173 a year for homeowners and $3,995 a year for the average business owner. Property taxes are based on assessments and the tax rates are set once property assessment values are submitted by the Property Valuation Services Corporation in early January. Those assessments inform the tax rate required to achieve an eight per cent increase in the tax bill. Last year, while council approved a 4.6 per cent increase, the tax rate went down due to assessments.Another issue is that Halifax’s population is expected to grow by over 9,000 next year, putting more demand on services.
