Overall, Rouleau found that while the conduct of “certain institutions and their representatives” in response to convoy protests was at times ill-advised or deficient, it “did not rise to the level of misconduct.” During its hearings last fall, the Commission heard that the convoy of trucks and vehicles arrived in Ottawa and filled up downtown streets in a matter of hours. Protesters remained until the federal government invoked the Emergencies Act and police forces from across Canada moved in to clear the streets.

OPP Superintendent Pat Morris, whose unit was in charge of the Hendon reports, testified at the Commission’s hearing that there were no credible threats that protesters would engage in violence or unlawful activity. Within the Ottawa Police Service, Rouleau also found deficiencies in the command and control structure during the trucker convoy.
