Martin Regg Cohn: A cowardly Doug Ford fails the leadership test

By ducking and then resisting a public inquiry into last winter’s emergency — while publicly pretending otherwise — the premier is guilty of breach of faith. And breach of contract with the voters of Ontario.

Ford has lawyered up to fight the summons in court, on the grounds that a mighty premier is beyond the reach of such a vitally important inquiry because of his provincial “parliamentary privilege.” Possibly he imagines himself fighting for a higher constitutional principle, akin to the executive privilege claimed by a certain former U.S. president.

By running for cover, Ford will only feed conspiracy theories that he has something to hide, that a nefarious plot is being concealed from the people. Rather than playing hard to get, he should welcome the chance to set the record straight. Against that backdrop, my own view is that we needed to break the logjam. No matter where the blame lies — with police or politicians — we were facing collective inertia. Emergency declarations by federal and provincial governments were the necessary catalyst that broke the back of the blockades — of bridges at our national borders, and of streets in our national capital — not least by compelling and indemnifying tow trucks to clear the roads of rigs.

That said, Ford also said the right thing at times — using his considerable influence to dial down tensions. While other politicians — prairie premiers and federal Conservatives — were posing and consorting with protesters, he was exhorting them to abide by the law and take their leave.
