The biggest change to the online streaming bill was to the most controversial parts of the legislation — the CRTC’s powers over user content. Sen. Paula Simons, who proposed the amendment jointly with Sen. Julie Miville-Dechêne, said it “is scoped so it only includes exactly the people that the government says it wishes to include, the large music producers, the Warner Brothers, the Sony and the like.
It also changed an “undue preference” provision opposed by Google, which the tech company had argued would prevent it from “prioritizing trustworthy sources of news over bad actors” in Google search results.This advertisement has not loaded yet, but your article continues below.Bill C-11 heads to the full Senate for a vote, and the amended version must also be approved by the House of Commons.
At the Heritage committee, Liberal MPs resisted efforts from the Conservatives to take links out of the bill, with parliamentary secretary Chris Bittle saying that “eliminating hyperlinks risks cutting out an important way in which news is shared” and that the “amendment risks gutting the entire bill.”Article content
