The biggest change to the online streaming bill was to the most controversial parts of the legislation — the CRTC’s powers over user content. Sen. Paula Simons, who proposed the amendment jointly with Sen. Julie Miville-Dechêne, said it “is scoped so it only includes exactly the people that the government says it wishes to include, the large music producers, the Warner Brothers, the Sony and the like.

At the Heritage committee, Liberal MPs resisted efforts from the Conservatives to take links out of the bill, with parliamentary secretary Chris Bittle saying that “eliminating hyperlinks risks cutting out an important way in which news is shared” and that the “amendment risks gutting the entire bill.”Article content
