“That’s $4.7 billion in public funds going out the door without debate or challenge through the legislature,” Adair said. “There is a recommendation in this report for the finance and treasury board to assess whether changes are necessary to align with the rest of Canada,” she said. Among the departments with the greatest additional appropriations in 2021-22 were the education, health and housing departments.

“I’m hoping that discussions will take place and then it is up to the government to decide whether or not they want to amend the Finance Act and bring it into line with the rest of Canada,” she said. In the cross-country comparison detailed in the report, Adair said every other province tables supplementary appropriations in their legislature.

“You have an Order in Council, which is one or two sentences long with very little detail, and I think as legislators it’s our job to debate the issues publicly in the legislature. I’m sure many of these costs are legitimate but we just don’t know and we need to know.” That clean audit opinion means that all Nova Scotians, as well as government decision makers, have assurance that they can rely on the financial statements.

The province’s actual debt borrowings in 2021-22 were less than budgeted. In 2021-22, the province borrowed $1.1 billion, just about half of its budgeted borrowing amount of $2.2 billion. The province borrowed $2.1 billion in 2020-21.
