Liberal MP Jean Yip said when her late husband, former Liberal MP Arnold Chan represented that riding while battling cancer, a virtual option would have been of value to him and their entire family. Liberal MP Yvonne Jones, who represents a large rural riding, said a hybrid Parliament would help her better serve her constituents.However, Kmiec, who represents a large riding in terms of population, said he is concerned hybrid proceedings could lead to MPs having to perform constituency duties on the same weeks that Parliament is sitting.
Conservative MP Tom Kmiec said he does not support a hybrid Parliament because it makes it difficult to ‘build any camaraderie and high morale’ and would ‘nullify the distinction between a constituency week and a sessional week.’“They participate in Parliament from their vehicles,” he said. “You can see that someone is driving them, or they are driving themselves and their phone is precariously perched somewhere in their vehicle.
“Our interviews with former MPs over the years have underscored that the grinding schedule of weekly travel to and from Ottawa, particularly from regions situated far from Ontario, can create a barrier for women with families,” she said. “If the House wants to attract and retain high-quality individuals with varied training and innovative problem-solving abilities, it will need to be responsive to larger changes happening in Canada’s new world of work.
Delhon responded, “this challenge is not unique to Parliament,” and part of the solution is “being particularly intentional about those in-person interactions.”
