A draft proposal on Feb. 11 mentions the objective of the meeting as being to “de-escalate and encourage people to leave unlawful protests” and that representation could include an unelected official from the Prime Minister’s Office, a Minister or senior federal officials. The use of PLT has been a contentious issue between police forces, according to previous witnesses, with former Ottawa police chief Peter Sloly having been described as someone who did not want to give one “inch” to protesters whereas others wanted to follow the usual negotiation processes.
