Today, the Economic Insights team makes a case for why Australia's 'Voice' initiative could matter, even if it doesn't immediately result in quality-of-life improvements for Aboriginals and Torres Strait Islanders.

Aboriginal man Josh Sly of the Muggera Dancers prepares a fire for a smoking ceremony at the start of an Invasion Day rally in Sydney on Jan. 26, 2023. Australia is marking the anniversary of British colonists settling modern-day Sydney in 1788 while Indigenous protesters deride Australia Day as Invasion Day.

Despite accounting for only six per cent of the world’s population, First Peoples account for 19 per cent of the global poor and their life expectancy is about 20 years lower than the average for non-Indigenous people. Despite decades of public policy research and investment, no nation seems to have clearly “solved” the challenge of First Peoples’ social and economic welfare.

A popular approach or attempted remedy is direct representation in or to legislatures. Australia is poised to be the latest nation to pursue this approach, bringing it closer in line with its near neighbour, New Zealand. It wasn’t until the arrival of British naval officer Sir James Cook in 1770 that the Australian continent was claimed by a European power.
