The creation of the reserve and the commission marked a fundamental shift in the relationship between the provincial and local governments over the disposition of agricultural land. The fate of agricultural land was strictly in the hands of the commission, which had a mandate to preserve and protect, not convert and subvert the reserve.
Vancouver city council asked the province to intervene and use its legislative powers to derail a court challenge by local residents opposed to the Arbutus project. The bill signals the NDP government’s willingness to intervene and override local NIMBY opposition to housing development.Article content
