Smith said Quebec Premier Francois Legault told her at a recent meeting of first ministers that he\u0027s keen to get a team back in Quebec City.

When asked about why the province is supporting a new arena for the billionaire owners of the local NHL hockey team instead of a new hospital, the premier said it’s not an either-or situation.
