Canada’s auditor general says it would be reasonable for Ottawa to forgive the overpayment of COVID-19 relief funds but the government should make that clear to Canadians or else devote more resources to clawing back billions of dollars in amounts owing.

The financial watchdog said the government has made only limited efforts to date to recover overpayments — the report cited concern over a “lack of rigour on postpayment verifications and collection activities” — and legal time limits mean it may be running out of time to recover the amounts owing. “I’m not the one who sets the law or makes those kinds of policy decisions but I absolutely think it would be a reasonable approach,” she said.
As it stands, she said, legislation requires the government to follow up with every individual and business that received support funds to which they were not entitled.
