The letter also criticized the police services board for attempting to confirm a new chief before the findings of the ongoing Public Emergency Management Act Inquiry were known. In a Twitter post of his own Thursday night, Chiarelli said the hiring of a new chief at this particular time does not help boost public trust in the city.
