NATO officials shared the view that Macron’s remarks were largely unhelpful, especially his use of “region” to describe Ukraine’s territory, which borders a number of NATO allies. Last month, Jake Sullivan, the U.S. national security adviser, said his country had made clear to Moscow the “catastrophic consequences” it would face if it used a nuclear weapon in Ukraine. He did not describe the planned U.S. response. However, Josep Borrell, the EU’s top foreign diplomat, said such an attack “will not provoke a nuclear, but a powerful military response”.
