“We all know how important a referee is in a sporting game, we all know how terrible it would be if a coach had undue influence over a referee,” Churchill said. “A Speaker is the referee of the House and this isn’t a game, this is our democracy and he has a right to act impartially, he has a duty to do that.”

The simmering controversy boiled over Thursday as the fall session began when Speaker Keith Bain, the veteran PC MLA for Victoria-The Lakes in Cape Breton, said he was asked to resign as Speaker by the premier and to sign a letter of resignation that would make his departure from the chair effective April 1.Houston would not provide any information Thursday about the letter or the reason Bain was asked to sign it, other than to say it was part of private discussions between premier and Speaker.

Derek Mombourquette, the Liberal MLA for Sydney-Membertou, went further Friday, moving a resolution in the House that the conflict-of-interest commissioner be directed to “conduct an independent review to reaffirm that the office of the Speaker is independent from and not answerable to the office of the premier.”“It is very clear based on what the Speaker has said himself that the premier is doing this because he is unhappy with the Speaker’s rulings,” Churchill said.
