Former Waterloo region chief Matt Torigian was hired as interim chief but resigned just days later in the face of significant opposition at City Hall to the police board’s move to hire him without competition. Eventually, the job of interim chief was given to deputy chief Steve Bell. Kadri said authorities in Ottawa should have seen the “Freedom Convoy” coming all the way from Vancouver and been more proactive in preparing to handle it. He, like Chiarelli and McKenney, said the hiring of the new chief should not be finalized until after the municipal election.
