The TTC has quietly, and some would say without authority, extended the Rogers contract for subway cell service by 10 years.

Given the significant changes to the deal, including the 10-year extension, other carriers such as Bell and Telus are wondering why this was never put out to tender. The new deal also increases the amount the TTC will be paid from $24 million over 20 years to $41.7 million over the total of the contract.

The TTC had signed a 20-year deal with BAI in 2012 to build and support a mobile network for the subway system. The plan was that both wi-fi and cellular service would be available to customers and BAI, which doesn’t have a mobile network in Canada, would build the system and get other carriers to pay to use the system.BAI never built out a sufficiently workable system across the whole subway network.

“If we put our customers on and their phone doesn’t work, they won’t be blaming BAI, they won’t be blaming the TTC, they will be blaming us and thinking our network is bad,” an executive said last month before the Rogers deal was announced.The shock announcement in early April that Rogers was buying BAI’s contract came as safety on the TTC, including the lack of cell service, had become an issue in Toronto’s mayoral election.

That’s not the fault of Rogers, that’s the fault of the TTC and its board. Sadly, the current board, which includes Councillor Jon Burnside who is chair as well as Councillors Paul Ainslie, Stephen Holyday, Nick Mantas and Chris Moise, couldn’t review the contract and ensure the best deal for taxpayers and riders.We apologize, but this video has failed to load.
