Levine: Coping with Canada — how three Afghan women greeted 2023

Rokhshana, Zuhal and Tahmina are finally safe. But the sponsorship program that got them here faces tough changes in federal rules.

One of my zoom calls was with three young Afghan women activists who had just arrived in the city the week before. Last summer, I wrote an article for the Ottawa Citizen about Zuhal, Tahmina and Rokhshana. How they had to flee their country in fear for their lives, leaving everyone they loved and everything they owned behind, after Afghanistan fell to the Taliban in 2021.

I ask Zuhal, Tahmina and Rokhshana about their first impressions of Canada and Victoria . Other than commenting on how kind and patient they find Canadians, their biggest surprise is the range of food available — much of it unknown to them — as well as the size and quantity . The biggest challenge in Canada thus far, they admit, has been figuring out the garbage: what should be thrown out, versus what can be recycled or composted. It wasn’t until their compost was refused by the city collectors that they learned it needs to go in special plastic bags rather than regular ones.Article content

The Anglican Diocese is the largest SAH on Vancouver Island, so this will make a noticeable difference for communities and individuals committed to helping desperate refugees. This includes the sponsors for Zuhal, Tahmina and Rokhshana, many of whom have been through the private sponsorship program before and have found the process transformative.

According to Michelle Manks, Senior Program Manager for Durable Solutions for World University Service Canada, , while IRCC’s “performance improvement framework” will be helpful in providing needed oversight and quality assurance for private sponsorship, the new regulations are “labour-intensive and byzantine.”Article content

A few days after our Zoom call, I visit Zuhal, Tahmina and Rokhshana in their apartment to deliver some Christmas gifts and to chat about their hopes for 2023. I explain the concept of New Year’s resolutions. They are eager to make their own, chief among them to somehow ensure the safety and well-being of their families in Afghanistan.
