: In the case of the Privy Council Office’s appointment of Martine Richard as interim ethics commissioner, the problem I see goes deeper than her being the Intergovernmental Affairs Minister’s sister-in-law: It’s that the PCO reports to and services Intergovernmental Affairs as well as the Prime Minister’s Office.

Allow me to suggest that at least half of any independent appointments commission should contain representative voices of ordinary Canadians. If confidence and trust are the primary endgame for these parliamentary watchdogs, the usual elite crowd simply won’t do.As a fiduciary and person of trust in a highly regulated industry, I am very aware of what defines a conflict of interest.
