Since then, the practice has been banned in Nova Scotia but Black advocates say that African Nova Scotians continue to be discriminated against by Halifax police with no apparent checks and balances in place. El Jones, a Halifax-based advocate, said the chief’s statement rings hollow. Without true accountability, the chief’s words carry little weight with the Black community, says Jones.It is also an attempt to quell increasing public anger over police brutality and racism, she says.
The department continues to act within the service to take steps towards historic reform and improve cultural competence as an organization, said the spokesperson.
