Eduardo Almeida, the former long-time OPSEU treasurer named in a $6-million lawsuit launched by the public sector union over allegations of financial misconduct, says he had “no professional managerial or financial education, training or experience” and relied on the “expertise, guidance and direction” of the union’s president and staff.
His statement of defence filed in Ontario’s Superior Court of Justice says despite claims made by the Ontario Public Service Employees’ Union in its lawsuit, “Almeida was not in fact the chief financial administrative officer of OPSEU. Almeida was not qualified to prepare any formal financial reporting documentation on behalf of OPSEU. The finance department of OPSEU, in conjunction with OPSEU’s auditors controlled and oversaw all financial processes and reporting within” the union.
In addition, the union’s statement of claims says “significant expenses” were charged to union credit cards without receipts. It also says “all funds withdrawn from the strike fund and approved by Almeida were directed at either avoiding and/or supporting strikes … The employee relations, legal and finance departments and the president of OPSEU policed access to strike fund and would not permit cash outlays unless a trigger event had occurred.”
