Innovation Minister François-Philippe Champagne has said he will render a decision after there is “clarity on the ongoing legal process.” Keldon Bester, co-founder of the Canadian Anti-Monopoly Project, said Champagne has comparatively wide latitude to block the deal. “Unlike the Competition Bureau, the minister can make a pretty broad public interest argument,” he said.
In its decision approving the merger, the Competition Tribunal put a lot of emphasis on those conditions, University of Ottawa professor Jennifer Quaid pointed out. “I don’t know whether he could walk away from that,” she said. Ultimately, the voice of the public hasn’t had much of a say in this process, Bester noted, given there has been no formal process that asked Canadians for their opinion. “That’s an important missing piece,” he said. “We really shut the public out of these discussions.”Article content
