Notes from a Jan. 31 OPS command briefing indicate “staffing is #1 risk” for the force on the Monday following the start of the protest.The staffing issue was compounded by the fact that the OPS never devised a contingency plan if demonstrators did not leave city streets after the first weekend of protests.
But the head of Ontario Provincial Police ’s intelligence division told the commission Wednesday that former chief Peter Sloly and OPS had received reports well before the Freedom Convoy arrived that protesters would stay “long-term,” as in weeks and possibly one month. She told the commission that exemplified the significant “challenges” with the sharing of intelligence on the convoy within the OPS. She said the forces’ Intelligence Directorate was “not forthcoming with information”.Article content
