Supt. Shane Perka told a news conference Thursday that the information provided to the approaching officers would have depended on the type of call. In this incident, police said it was characterized as a “non-violent family dispute” and that there was no prior knowledge of firearms in the home. There’s a disconnect between information located within medical records versus police databases, which can create situations in which officers are not fully informed on what they’re stepping into, says Lorian Hardcastle, an associate professor at the University of Calgary and an expert in health law.
“There almost needs to be an assumption that these issues are at play when there is a violent situation of some sort … the records are, by definition, going to be somewhat incomplete,” Hardcastle said.
