Sloly’s weak leadership was surprising to the public, if not to his colleagues. The shortcomings of the top people at city hall were significantly less of a shock. The City of Ottawa bureaucracy wasn’t up to the task of handling a complex and evolving situation over which the city had limited influence. The organizational structure of municipal government is designed to do the same routine stuff, year after year, not respond to crises.
Nevertheless, we can anticipate plenty more stories detailing our past civic ineptitude. At some point, those reports will have decreasing value. Probably some point around now.
