This comes as no surprise. On all manner of important files, Canadian governments are essentially flying blind for want of data. You can see the attraction for politicians: If data shows your strategy isn’t working, suddenly you’ve got a dozen reporters barking questions at you. Infrastructure Canada also knows occupancy at shelters serving families has increased markedly since 2016, and that “the number of refugees or refugee claimants using shelters was four times greater than it was in 2014,” Horgan reports. But with many billions left to spend between now and 2027, Infrastructure Canada didn’t spend any time “examining why this was happening.”

But it’s not as if they were just throwing room keys at people on the street. They knew how many people were being helped, and who they were, and the basic details of their situations. There is certainly no excuse at this point for data collection to be three years behind — but then, anyone who has ever gone looking for bog-standard Canadian statistics knows that “three years behind” is pretty good, relatively speaking.
