In a decision released this week, the judge said the department first had contact with the family in February 2022 after a referral from police expressing concerns over domestic violence and a breach of a court order prohibiting contact between the parents. The following day, two social workers met with the mother who acknowledged her struggles with mental health and finance issues.
The judge said that a lone social worker met with the mother in August and two such workers met with her in September. Also, the judge reported that when the mother asked why the child had to stay with its grandmother, she was told the department wanted it that way while they worked with the mother.
