“If you do the math, there was not a complete replacement despite the fact that these other ports of entry are potentially available for them to use,” Ossowski said. “It wasn’t fully absorbed in terms of what would normally pass at the Ambassador Bridge.” “I was surprised to know at the time that we couldn’t do that,” he testified. “At the time, we were trying to de-energize the situation and obviously, allowing people to continue to come into the country for the purpose of participating in a protest was inconsistent with that.”
