The Ottawa Police Service’s “all-or-nothing approach” to the “Freedom Convoy” contradicted the efforts of liaison teams working to de-escalate the occupation, the Public Order Emergency Commission heard on Tuesday. OPP Insp. Marcel Beaudin, who is responsible for the oversight of four programs including the provincial liaison teams , testified about the effectiveness of Ottawa police and the OPP PLT during the occupation in late January and early February.

The PLT teams, which are made up of officers specifically trained to engage with demonstrators, struggled to make ground, the commission heard last week. In one instance, a deal to move trucks in exchange for porta-potties fell through because the decision took too long to go through the Ottawa Police Service chain of command.
