تأتي هذه الجهود، وفقا لمسؤول كبير في الإدارة الأمريكية طلب عدم الكشف عن هويته لعدم تخويله التحدث علنا، بالتزامن مع تعثر المحادثات بين واشنطن وطهران بشأن اتفاق محتمل لتمديد الهدنة في الحرب. بموجب مقاربة إدارة الرئيس دونالد ترمب، سيتم توجيه هذه الأصول إلى مسار مختلف، وقال المسؤول إن وزارة الخزانة الأمريكية ستستخدم الأدوات المتاحة لاستخدام أصول إيران لصالح حلفاء أمريكا في الخليج لدعم جهود إعادة البناء.
قد تؤدي هذه المبادرة إلى زيادة تعقيد المفاوضات بشأن تمديد الهدنة وإعادة فتح مضيق هرمز والتمهيد لمحادثات أكثر تفصيلا حول البرنامج النووي، وكانت"رويترز" قد أوردت تفاصيل هذه الجهود في وقت سابق. بدأت بالفعل الخطوة الأولى من هذه العملية، إذ تعمل الحكومة الأمريكية على إعداد تقديرات لتكاليف الإصلاح. وجه وزير الخزانة الأمريكي سكوت بيسنت فريقه لتقييم الأوضاع لدى حلفاء بلاده في المنطقة، وطلب تقديرات شاملة للكلفة المرتبطة بإصلاح الأضرار التي تسببت بها طهران منذ اندلاع الصراع، بحسب المسؤول.
منذ بدء أمريكا شن هجمات في 28 فبراير، نفذت إيران هجمات بالصواريخ والمسيرات استهدفت بنى تحتية نفطية ومواقع صناعية ومنشآت عسكرية في المنطقة، حيث تعرضت الإمارات والكويت والسعودية والبحرين لأضرار جراء تلك الهجمات. قال المسؤول إنه سيتم أيضا بحث إمكانية استخدام أصول إيران للمساهمة بإصلاح أضرار وقعت في فترات سابقة، ويفتح ذلك الباب أمام احتمال تعويض تكاليف إعادة تأهيل البنية التحتية النفطية التي تم استهدافها خلال السنوات الماضية.
كان الرئيس الأمريكي دونالد ترمب قد أشار إلى أن هجمات إيران على جيرانها في الخليج العربي أسهمت في زيادة ابتعادهم عنها، كما دأب على انتقاد الرئيس السابق باراك أوباما بسبب تحويل أموال إلى إيران، وأبدى رفضه التخلي عن ورقة الضغط التي تمثلها هذه الأصول، مؤكدا أنه لن يتم تبادل أي أموال.
